It's Post Apocalpse Units It's been a while in DayZ now and the wear and tear on clothes and and humans should be starting to show :)

Looks nice but fits more into a Stalker like environment. They look more like ex military than civilians, i'd rather vote for more ragged civ clothes than this.

Yes i thought the exact same thing myself.,Although they could be RARE clothes like the way NVGS and such are or even ''Bandit Skins''..
