Are Oceanic servers being favoured?

So I've seen a billion threads about hackers and such. I've seen a few hackers as of late...but only in servers other than Australian/New Zealand/US based Australian servers.

Is there a special reason for this?

Or maybe I just haven't come across any.

To those who have played/play on those servers: Have you come across any hackers?

no there are definitely still hackers in the NZ/AU communities, in fact had a server port incident occur on NZ 7 just lastnight.

While perhaps not as prevalent as in some areas of the world, they are still there.
