I'm not trying to be mean, but in the base Arma 2 game there is a very good firing range/mini-game that will help you zero in your shots immensely. On fixed sight guns like your M16, you'll need to account for bullet drop.

Also, staying in one spot while trying to snipe someone is ... ill-advised, due to the probabilities involved with any of their allies and the revenge factor. It's really easy to find and range a sniper who doesn't decamp in between shots.
