Seems legit to me. I shoot anyone who shoots at anyone even if it's not me.

Last night I was entering a fire station and I always announce when I'm going to, I say "I'm entering X Make yourself known or I will open fire." I usually say it multiple times. Anyway some guy didn't say anything, he was perched at the top of the stairs so I opened fire. I only go into towns at night and I have NV goggles which gives me a huge advantage.

I think giving anyone fair warning makes them open game if they refuse.

You didn't kill the other guy, I'm not sure why you killed the second. So not really a dick move, just an odd choice. I'm obviously missed some significant part of the story as I only paid partial attention.
