ARMA 2 Operation Arrowhead Cannot Launch

I'm not sure if this is posted or not, but when using Steam, and have already launched and played ARMA 2, but when attempting to launch ARMA 2: Operation Arrowhead i get these two errors, and the game does not start:

'bin\config.bin/CfgInGameUI/MPTable.shadow'.

Error COmpiling pixel shader PSSpecularAlpha:0
