In game rules: None. Absolutely none. (besides hacking of course) Forum rules: Don't be an idiot.

There are no in-game rules besides not using hacks or abusing exploits.

You can do whatever you want, that's one of the things that makes this game rather intriguing.

Kill, loot, steal, survive. Do whatever it takes. Don't forget your humanity though: Some of the best experiences in this game are the random encounters with people you don't kill... But never be too trusting, or you might end up dead!

Yes, just as IRL. IRL, you could slaughter your neighbours with an axe and steal their tv. But would you do it? What is stopping you from doing it?

Maybe because you are not a murderer. No need to start murdering now, is there. Unless....deep down....you want it. Then go for it. But be advised; your heart will grow cold and the dark side will be with you *forever*.

Oh, and it takes far more skills not to murder somebody...and to live to tell about it.
