you can pickup the fence KIT , which allows you to setup some barbwire thing. i have come across it a few times but never actually used it.

Yeah it is built but I wanted to move it and when I did it dissapeared.

ya there is quite a bit of barbed wire trash all over blocking some of the good loot spots kind of annoying that you cant cut or remove it.
