This is how it is in struggling tribes in africa. Some tribes allow homosexual activity, but they still must contribute a child or be cast out, so they mate and have the child and go back to their partner. Rocket recently made it so you can change gender on every spawn, but he hasn't changed the wording on the gender select screen. You choose it every time you spawn. Try it. A fraction of the population will have developed sexual characteristics that don't fit their chromosomal gender, but it doesn't mean that they can actually change their gender later on.
