Error code 0x00040031/Not being able to join any servers

So whenever I try to join a server it'll let me press a on it but it doesn't actually let me load in to the server no loading screen nothing unless there's a queue and then it'll drop me to position 0 but after I sit in the position 0 for awhile it'll hit me with good old error code 0x00040031
