This is achieved usually through a voice chat program, such as Ventrillo, or an IRC client. ^^ straight off Urban Dictionary, the terminology came from first person shooters including the Counter Strike franchise. Stream sniping like you guys stated already is when you watch somebody's stream to be able to intercept them in favor of yourself so you can beat them. In any case you have full vision of their screen and yours so its technically like ghosting but there is nobody transferring information its the sniper getting all his info alone.
