Cars should spawn with locked tires.

I'm tired of seeing cars left out without tires, basically freshies would just remove the tires of a car to let it stay there for weeks before it despawns ruining its purpose. All cars should spawn with locked tires and placing a tire should be only done with a tire iron.

Also all the car parts if present should be locked.

i really dunno why this isnt a thing. it was suggested already years ago on their feedback tracker, i cant remember anyone replied to it....

and its not just the tires - everything that is attached to the car should be locked. we got all the tools for it, so maybe lets finally get some use for it.
