I can't fix this error and this error has been going on for about 1 month

I tried everything on the internet but the problem still persists

The problem was that there was no static ip. 

  

If you get a static ip from your internet provider, the problem is fixed.

so we can't play the game on a laptop at a different address or use our steam account on another pc on a different internet connection?
