The value of the server fps icons

After patch 1.20, players have the opportunity to observe when the server fps decreases. When the server is heavily loaded, a yellow icon appears on the screen. When the server is very heavily loaded, a red icon appears on the screen.
Question: What is the value of the server fps when these icons appear?

What is the name of the file that specifies the threshold of server fps for icons? And what is the path to this file?
