Locked lootable locations

Imagine the Armory door in the police stations was locked and you had to find a key on one of the police officers, or use the lockpick, to open the door? The loot i side could be altered as well as a reward for getting into the room. 

The same mechanic could be applied to some military locations as well.

Someday they should make like, a punch card to grant special access to underground bunkers.  

When I find locked doors, I let it be.  Usually the loot is some bambi with a bk12
