It's the players that load their bases with different account characters so they essentially use them as multiple lives when they get killed. Console doesn't have any means of stopping it. Players looking through the walls, logging in behind each other on alts, logging in/out loot cycling the NVG room... Bunker play on console is an absolute shit-show. I feel sorry for the legit players who are still playing in absolute ignorance to this mess, putting in the hours, trying their hardest to get into the bunker. Sort it out, please.
