I’m working on a server and my friend who is 17 (18 in 3 months) is being told that being an admin under 18 isn’t allowed. I’m assuming that’s not true at all right? Just want to make sure

The rules are dictated by the one who owns the server. I would not recruit people under the age of 25 into the administration,

because as a rule, at a younger age, people usually have a mess in their heads. Of course there are exceptions to the rule, but very rarely.

I am from 1966 (56 years now) and I assure you that a good majority of "presumed adults" are just that "aged children/adolescents" but never "grown up"... if by "growth" we also mean a personal psychology evolution from "commands emotionality and egocentrism" (like children/adolescents) to "I keep emotionality/egocentrism under control with rationality and civilization". I have known many of the former, especially among server administrators (NOT only in DayZ, eh...) that it is the place where they can most "vent" their instincts and "egocentric" impulses, of the latter very few... at any age! It is NOT the chronological age that makes the "good and honest person" 😉

I have already said that there are exceptions everywhere, but personally I would rather work with adults than with kids.
Moreover, I would recruit into the server administration those people whom I know personally.

There's no context here. 

People under the age of 18 typically have no management skills at all.  Forget about dealing with other people.  Most teenagers can barely organize their own underwear drawer.   More importantly, server rental companies are not going to deal with minors.  You have to be an adult in the eyes of the law so that you can be held accountable.
