I don't think you can get a refund. then if a private community server buys the license to use it only on their server, why do you have to get a refund? I know my English sucks, but the proposal does not say to make it free. it would be like asking to remove taxes ... With your purchase you have supported Bohemia and you can use the map on all official and non-official servers. This idea only says to make it possible for the community server to have the map by paying for it and only its players will be able to use it.

Just think how expensive that would be! 
No server group would buy into that when there are so many free maps. 

I'm surprised BI isn't putting effort into making new map DLC, that we know of. 
Micropayments suck, but a new good map every so often gets a streamer on it and then everyone wants to play it.
