Vehicle Radiator Water Indicator

I came across 2 vehicles today and broke them both because the water level indicators for the radiators said they were full when they weren’t. There was no indication with smoke or anything like there used to be. 
It’s been awhile since I last played so I’m just curious if there’s a work around or maybe I’m missing something.

Water is full when the needle is on the left side of the indicator. U probably thought its the opposite side like it is for fuel. Also there's some smoke when starting the engine

Cars have never measured the volume of water. This is because of many reasons. Water turns to a gas with very little heat. Also, the gauge measures heat, the much more critical factor of a car’s engine.
