Confusing update in 1.14 (consoles)

One of the updates in 1.14 for console is rather confusing:
"Two-handed and non-piercing weapons are no longer suitable for stealth attacks."

What does this even mean? Sledgehammers and baseball bats don't work anymore if you use them from behind? Or they are less effective? There should be a better word than "Suitable" to convey the actual meaning of this change.

Any ideas what this refers to?
