"Missing decryption key" SteamCMD

Hello, 
Trying to install workshop items for a dedicated server. (TCADMIN is the control panel)
Keep getting this error within "workshop_log".
I am running the steam login from an alt account so it's not on my main and yes I do own DayZ on that account.

Error:
