Spawning in the Ocean (Xbox)

I have my own server and have been trying to delete unwanted spawn points and leave ones near cities, but now anytime a new player recently deceased spawns they spawn in the ocean. Does anyone know how to fix this?

Don't know how to fix it, but it sounds fab. Washed ashore on to the beach of an infected country.
