Since you can never fix the item spawn, you could create ways to search through drawers, garbage cans, buckets, piles of clothes, etc ... you just need to create a 'random' system depending on the type of location, for example, you would drop medicines, clothes, ammunition and weapons, garbage for example would drop rotten food clothes etc .. supermarket could have rotten food and some good food, and tools normal supermarket items etc.. (remember if someone complains about something it’s because they have a reason for it, nothing is in vain..)

How does this fix item spawn? It appears to just add a layer of complication.

how complication? it would be a much more fun game, but I understand you, they will never modify the game like that, the game is already quite broken that would tell the company.
