You can't. A private server owner is pretty much Lord and Dictator over his server, they set their own rules and can do pretty much whatever they want. They own it, they pay for it, they run the show. The only thing you can do is not play on their server and possibly spread the word that the server is no good due to badmins. That is not for  the official forum, however.

Official servers have no admins.
