Server goes down, I respawn nowhere near my last location

In the past, when your server went down, you would respawn around the same area you last were. The server I was just on restarted. So, I jumped back in - always choosing a server with Persistence ON - yet I'm now spawning where freshies spawn. Why is that? Why has that changed?

This has happened to me alot in public servers. I would even log off and log back in the same server and I'd be somewhere back east.
