Voice chat overlay change

Can a developer or someone who works for BI tell me if you could change the VoIP overlay? Yes to have your game have voice chat players must see who they are talking to or who ever is talking to report them if they go against PSN TOS Etc... but couldn’t you developers add it into the player menu on the pause screen of who is talking in ur vicinity instead of the huge overlay that automatically can give ur position away or mess gameplay up? I think this would be a improvement  that us PS4 players would enjoy for sure. It would only make the gameplay better.
