They just don´t care anymore.

There are tons of servers out there selling out items, in-game money, complete bases, admin protecction, spawn kits... anything that you can imagine that its againt the TOS and the server monetization rules. But they allow it anyway turning the game into a Pay2Win and affecting the gameplay quite a lot. But they won´t, since those servers are probably gone if they can´t make a profit from the game.
