You might be referring to the “Deer Isle” map mod in the PC version, I think - which in that case it’s a hard no. I remember watching someone on YouTube building their base in an underground bunker area thing on Deer Isle. 

AFAIK there’s no such underground base or anything underground on vanilla Chernarus+ map. Deer Isle won’t be on console ever, it’s a community mod.

Maybe there is some info out there about the upcoming Livonia map from ARMA 3 Contact to see what it might bring us.
