Diluted Player Base Caused by Duping

Duping made everyone and their Granny buy a private server.  With 100's of pages of servers all at LOW we now have an issue with a diluted player base.  

The official servers fluctuate with the player count, every time I change to a high pop my guy gets transported halfway across the map....wtf.

We need a way to refocus the player count or the game is DEAD.  

 

*Can someone answer how the Private servers are player locked servers but BOHEMIA cannot accomplish the same goal on the OFFICIAL Servers!!!!!!!!!!!!!!!!!!!!!!

Duping is also happening on private servers, at least on those without a password. So duping would still be possbile even without a public hive (aka official servers)!
