How is Projectile Resistance applied in clothing models?

I'm trying to make a custom vest but I'm unclear exactly as to how the damage modelling is applied.

Take the Press Vest for example. In the config file, it has a health damage resistance of 0.5 for projectiles. There is no mention of specific areas of the vest on where this is defined.

Is this damage resistance applied over the entire vest (every pixel including the shoulder straps) or specific areas defined by the model file? Also, does the damage resistance apply to attachments too like holsters and pouches?

They mentioned this a while ago after people realized shooting helmeted people in the face did not kill them. The clothing protection applies to the whole of the body part in question.
