Where do they usually spawn?

As some of you might know, i like to rock the pmc look with cargo pants and hiking boots together with a baseball cap and plate carrier. Recently i been looking for a t-shirt instead of the tactical shirt.

But i can't seem to find them. Where do you usually find them?
