Zombies Spawn rate

Hello Everyone,

I'm making a mod for a PVE server.
Everything goes well for the moment, I'm able to change a lot of things about the zombie but I have a small problem with the spawn rate.
The settings in global.xml seem to have no effect at all and I can't find what can influence this setting.

For the moment the spawn rate seems to be around one zombie per minute per spawn zone defined in the zombie_territories.xml.
Is there any information somewhere about where to change this mechanism ?
