Base Building - short questions pls help

Hey guys I got a few short questions regarding the base building in DayZ:

 

1. Is every public server persistence enabled? So that eg. your tents or barrels don't despawn when the server restarts?

 

2. Does it even make sense to build a base on a public server or not? (because people could easily ghost in there)

1) It’s enabled but bugged. 

2) probably not. Hours to build, seconds to dismantle... roll the dice.
