I've fully loaded the internal mag, but can only get one shot off at a time and have to load another round to fire it again. It's now essentially a musket. Is this a new thing?

Drag the ammo to a hotbar position then, with the gun in your hand, press and hold that hotbar number and up to 5 rounds will load into the chamber, depending on how many were already in there.
