[Request] Mod for brighter nights/Nights overhaul

I wonder if reaching effect like this https://i.imgur.com/mBziYT5.jpg (yeah, I know it's pretty old pic and it's photoshoped) is possible with current tools or will be possible in future? Pitch black nights are awful, especially without NVG and with really broken light sources behaviour during night time. For example gas lamp is nice for late evenings but then completely useless during night.

If that's possible... then someone would like to take a challenge and actually make that happen?
