Correct me if I'm wrong. 

Cars are super Rare or invisible

Ive walked from slovetlajarsk to novo and went to each car Spawn shown on Izurvive with still no cars to be found.

Don't use izurvive for cars spawns.  I've found multiple cars in that area where there aren't marked spawn locations on the map.   For example, the ADA that spawns in Nagornoe.  Or, further southwest, like the one that spawns by the well in Rogovo.
