It reduces bullet damage. It's worth it if you pvp. Saved me a bunch of times.

The "plate carrier" as it's named in the database (also known as the heavy vest) shows bleed (Armor) of 90% and a Ballistic (Armor) of 2 which would definitely help in pvp like Man Parts 241 said. I prefer the UK assault vest as it has better camouflage options, but it only has a bleed (armor) of 30% an no ballistic rating. I would love to see attachable pouches come to game to add to the heavy vest which I think is currently in PC version.
