Gun shots not registering

I've noticed this evening that my guns intermittently fail to shoot bullets. my gun is firing and my bullet count reduces but to my team mates my gun makes a clicking noise.  Relogging doesn't resolve the issue and there is no ricochet from the shots fired.

 

I've tried dropping the guns, changing mags and it isn't only one gun I have had the issue with.  I was using an M4 initially and swapped it with a teammates M4 and was able to shoot again.  I changed the M4 for one I found and that worked for a short while.  Aside from the M4 I've had them same problem with a USG

I find that if you ADS and press Y to load, it loads a blank. Tested it to day and shot my friend. It didnt harm them. If you use the inventory to combine the bullets to the gun it's good. Example being the mosin.
