[SERVER] Guaranteed Slots

Guaranteed slots for donors and etc. The way it works is you enter said GUID into somewhere and when they try and join someone is randomly kicked that isn't on the guaranted_slot.txt.

These servers are expensive and we need some non-advantage incentives to keep our projects funded.
