Lag/FPS drop for no reason

So ive noticed that in the game you can lower certain settings (like rendering resolution) and it will not increase FPS or Lower it. For example, currently my rendering resolution is 200 percent. I lowered it to 150 percent and then 100 percent and noticed no increase in FPS or fixing of lag. I am super confused on how this works. Lowering other settings does not help the problem either. Does anyone know what is going on and how to fix it.

As far as I'm aware, the relationship between settings and FPS performance is mitigated through a mixture of faith healing and voodoo magic. Good luck!
