The ideia is disable the Brightness adjustment bar because in night's of game if u put the bar in the max u can see everything that pass in your screen and this problem affect's the gameplay in night's of dayz. While I agree that the brightness/gamma exploit negatively effects nighttime gameplay, I don't think that removing the brightness bar is the way to go. Some people need that due to issues with their monitors. One idea I have heard is to allow adjustment of the brightness and gamma from the menu but not while in the server, preventing one from adjusting it on the fly, but obviously this solution is far from perfect. There isn't really much that can be done, unfortunately. Yeah, I've always thought that adjusting brightness and gamma should require a game restart. You should only really need to do it once for your monitor, and it would make it far, far less attractive to people just using it as an exploit.
