RAK fire rate faster with large mag?

is this intended? the PM73 RAK is slower firing with the 15 mag than with the 25 mag. 

 

it's too strange to not be a feature rather than a bug. can anyone clarify this for me?

Never really got chance to run through the mags I found before I got KoS'd for the crime of killing infected....

No offense or flame intended but this could have maybe gone into the general 0.55 discussion.
