persistence issue?

just been on 2 villayer private persistence servers and both are respawning loot after restart. Also one of them is run by my friend and he has it set to 6 hour restarts, but everything he tries to assign gets disregarded and changed back to 4 hours and turns persistence off. Anyone else getting this?

Contact your host, they might need to do cfg permissions read-only (just guessing)
