I see people play this just fine with no lag and I get between 13-20 FPS.

 

Specs:

Windows 7

16 GB G.Skilll ram

i7-5820K

GTX 980

I have quite same rig as you and after trying various performace tips...etc...etc...and on the end I tested in nVidia GeForce Experience "optimize" DayZ and from this moment. . .everything is fine and nice . . . no fps drops in the cities. Maybe give a try ;-)
