Server Weather and ToD

So we opened our server yesterday,

 

So far everything is going fine, but we can't seem to be able to randomise the weather on server restarts. It's either one or the other.

 

Is randomising time of day and weather on a Private Server possible even? Is the weather bound to the time of day? How do these work?

 

Any information welcome.

I've long suspected that the rain is somehow connected to ToD, but there are no settings you can change or view to change or confirm this. There currently is no way to randomize the ToD at startup, you can however set it to be whatever time of day at the server timezone.
