Where can I report a server?

I have read the server hosting policy, and what server admins are allowed and not allowed to do. I would like to report a server which actively exploits their restarts and kicks players that join.

 

Where can I do this?

See I do not know their host. They don't have it listed in their name or anything. All I know is their server name, IP, and port
