Persistance Servers Have No Loot/Hardly Any Loot?

I've played on quite a few persistance servers now (claiming to be anyway) and they all seem to have literally almost no loot. I raided  almost the whole of cherno. and the airfeild nearby. LITERALLY NOTHING. All I found was a fireaxe earlier.... I starved to death.. Is this normal for persistance servers?.....

actually I kind of like it I have played on nothing but those servers and it seems to make you move more to different towns and you have to put into account if its a highly traversed area .I havn't found much military stuff at all they are a lot more rare military places are empty or full of crap. but civ stuff is abundant I have got really good gear well to me anyway and a lot of ammo as well. I see pictures of guys with grenades and fully equipped AK and I think has to be persistence off because I've been on the same server and not seen any of that stuff or anyone equipped like spetsnaz. different strokes different folks though.
