Server Cannot Connect to Hive/DB

Hey guys, my server FR16 cannot connect to the hive it will constantly leave this message in the hive log.

2014-10-05 15:29:13 Database: [Warning] Could not connect to MySQL database at xxx.xxx.xxx.xxx: Can't connect to MySQL server on 'xxx.xxx.xxx.xxx' (10061), retrying in 1 seconds

ID is 1307. The server was whitelisted like 2 years ago, and I've only been having the problem for the past month or 2. To be honest for the past year the public Hive has been horrible with constant errors on startup/player join that cause the server to hang, etc.

The hive has been shut down almost 4 months ago, my man.
