Sniper ambushes us, clips a buddy in the leg, then gets the drop on me but instead of shooting me he .... well just watch.

When a body slides like that, there is a possibility you would have been able to find the "loot body" option somewhere around where his gun fell down, and not around the actual body. At least I have tried that a couple of times.

 

Very strange the way he behaved with the axe. I am thinking perhaps he was a sudden victim of the "can't melee" bug? At least it seems he had plenty of time to axe you more than once, but instead he just sat there with the axe raised.
