Players in a permanent arm animation - what gives?

I often see players walking around who's legs are stationary and their arms are stuck in some kind of movement animation. What's the deal with this exactly, is it a glitch is it a hack? I only ask because today I met someone who was in this exact same state after a few words, he shot me, but I obviously never saw the gun in his hands (his gun was on his back) so I didn't see the shot coming...

It happens often, its something to do with server-side pulling out of weapons.

 

Putting whats in your hand away and taking it back out fixes it.
