Nope. The vehicle spawning thing meant that vehicles (crashed) spawn loot.

No , if you're referring to the latest stable change log , the "vehicle spawns" refer to broken down vehicles that can spawn in random places like the cop car . we honestly don't even know if they will put that truck in first , they said that's the first one they were working on but they never said it would be released first ... Unless you know something I don't ;) ?!

I've read something about the fact that they're WORKING on the first vehicles. it's rumored to be the V35, but I don't know the legitimacy of that. I'd expect them to make a bike or something similar first.

It's not a rumor. They talked about it in the last few dev blog, go read em.

They already spawned loot long before this update. Isn't it that now crashed vehicles can spawn randomly around the map with loot in them?

Not sure, in 0.48 vehicle wrecks had no loot in them.
